IPS officer 'exploits' subordinate's wife

The Jammu and Kashmir Police have suspended one of its officers while “strong” action has been recommended against another senior officer for allegedly exploiting a woman who happened to be the wife of their subordinate.

Sources told Deccan Herald that action was recommended against an IPS officer of the rank of SSP while his junior officer of the rank of inspector has been placed under suspension after a preliminary enquiry found them guilty.

The secret enquiry was conducted by IGP (Armed Police) P R Manhas and GP Armed/ IRP Kashmir Zone T Punchok after a constable serving under the accused officers alleged exploitation of his wife by the senior officer and his junior, they added.

After the preliminary enquiry was complete, Additional Director General Armed, S M Sahai, took the decision which was communicated to J&K Police Headquarters and the Home Department.

The enquiry conducted by the IGPs and forwarded to ADG vide communication numbers ZAPHQ-J/CS/2013/1153 dated 8-11-2013 and ZAPHQ/Estt-Enq/2013/9580 dated 2-12-2013, respectively, reveals that “the then SP Mansoor Ahmed Untoo and inspector Mehboob-ul-Haq had been in touch with the wife of the constable Deepak Kumar during the odd night hours for long periods of  time.”

The enquiry officers also examined the cell/land-line phone call details of both officers and the woman.

Sahai confirmed that on the basis of serious allegations raised by the constable regarding exploitation of his wife, action was taken against the junior officer. He said on the basis of allegations, both IGs were directed to conduct a secret enquiry.

“After receiving the reports and corroborating the same, the action was taken against the inspector as it was under my competence,” he said. 

Sahai said that taking action against the senior officer was not within his jurisdiction. “I can only recommend the same and I have done it,” he added.
