IPS officer's promotion withdrawn

The State government has withdrawn the promotion given to senior IPS officer and head of Criminal Investigation Department (CID) Bipin Gopalakrishna as Director General of Police (DIG).

He now has to be officiated in the rank of Additional Director General of Police (ADGP).

The government had promoted the officer in July 2013. But the Accountant General had refused to accept it as the post did not have the Centre’s sanction. The Centre has sanctioned only four DIG posts for the State. Bipin was the fifth to be promoted as DIG.

Later, the State government sought the Centre’s permission to sanction the fifth DIG post.

But the request was turned down recently. Chief Secretary Kaushik Mukherjee said that the promotion was only on paper as the AG had refused to accept it. The State government does not have the powers to give promotions without sanctions. Hence, the promotion has been withdrawn, he added.
