'Capitation fee bill to be tabled in budget session'

Draft of standards and accountability to curb corruption in judiciary soon

Speaking to reporters on the sidelines of the inauguration of a global consultative meeting on ‘The Right to Health’ here, Moily said: “We propose to introduce a new bill on HIV and another to stop capitation fees in the upcoming budget session of Parliament. The draft of a standards and accountability to curb corruption in the judiciary will also be introduced shortly.” However, the Union law minister refused to give more details of the proposed legislation.

Earlier, he said that the UPA government has to its credit the introduction of a regime of rights in the country, viz the RTI Act among others to bring about better transparency and accountability in governance.

No human rights

In his address, Lokayukta Justice N Santosh Hegde came down heavily on the gross neglect of basic human dignity and right to health at government hospitals.

“The right to provide basic health care facilities to every citizen is the duty of the government. Would doctors at government hospitals take their family for treatment where they work? The answer to this would be a most likely no. Why?” questioned Justice Hegde.

According to him, professionalism lacks in most hospitals run by the government. Citizens would not mind to beg, borrow or steal, but will prefer going to a private hospital for treatment. The atmosphere at a government hospitals is “vicious” rued Justice Hegde and called for doctors and administrators in government hospitals to adopt a humane approach in  treating patients.

The meeting was organised by the Rajiv Gandhi University of Health Sciences (RGUHS).
