Guv acting against Constitution: Ugrappa

Congress MLC V S Ugrappa on Wednesday termed “unconstitutional,” the act of Governor Vajubhai Vala in returning files pertaining to recommendations, bills and ordinances to the government for reconsideration.

Addressing a press meet in Bengaluru, Ugrappa said if the Governor continues to return files sent to him by the  government without giving his stamp of approval then there would be no option but to launch an agitation against Raj Bhavan.

“As per the Constitution, Governor’s is only a ceremonial post. It is the democratically elected government which has to take decisions keeping the welfare and the interest of the people in mind. By rejecting decisions taken by the government, the Governor is going against the Constitution”, Ugrappa said.

In a matter of a few months the Governor had referred the bill passed by the state legislature to divide BBMP to the President. He had sent back the recommendation of the government to appoint former MLC V R Sudarshan as KPSC chairman.

The Governor also returned an ordinance pertaining to providing reservation to SC/STs contractors while awarding works and also another ordinance providing for setting up of Rural Development and Panchayat Raj university, Ugrappa pointed out.
