<p> The State government on Thursday issued the transfer guidelines for its employees for the year 2010-11. The guidelines will, however, not be applicable for police personnel and teachers. Transfers beyond June 15 will have to be made only with the prior permission of the chief minister.<br /><br />The guidelines, based on the State transfer policy first announced in 2001, states that the total transfer in 2010-11 cannot exceed three per cent of the total work force in all departments. <br /><br />Transfer can be affected under the following circumstances: filling up of vacancies, mutual transfers, transfers sought by employees suffering from diseases, transfers on public complaints, promotion-based transfers, transfers of employees on demand prior to two years of retirement and also transfers based on administrative requirements.</p>
