In October 1989, just a month before the Lok Sabha polls, Prime Minister Rajiv Gandhi appointed two new election commissioners, VS Seigell and SS Dhanoa. This move was widely perceived as an attempt to limit the absolute powers of the then CEC RVS Peri Sastri. The two ECs were later removed by the VP Singh government which came to power after the general elections.
