The Congress, on Monday, complained the Election Commission that BJP leaders had kept gram panchayat members of Bellary in their captivity in the backdrop of elections to the Legislative Council.

The Congress demanded that the Commission should take legal action against the party leaders of Bellary. Congress leaders, led by V S Ugrappa, submitted a memorandum to joint electoral officer B V Kulakarni in this regard.

The Congress alleged that the BJP had kept hundreds of gram panchayat members from Bellary in a resort near Dharwad and was forcing them to vote in favour of the BJP candidate in the elections.
