<p>The panel also wants the United Progressive Alliance Government to make it sure that the MGNREGA works related to water conservation, water harvesting, drought proofing, de-silting and other renovation measures on tradition water bodies, land development and flood control do not remain confined to common lands only and can be carried out on plots owned by people belonging to Scheduled Castes, Scheduled Tribes or Below Poverty Line (BPL) categories or to the Indira Awas Yojana (IAY) beneficiaries. <br /><br />Similar works on lands of small and marginal farmers should be taken up after saturating the plots of SC, ST and BPL categories and IAY beneficiaries, it added.<br /><br />The NAC – an interface of the UPA Government with the civil society – in a recent meeting finalised a set of recommendations of its Working Group on Natural Resources Management and decided to forward them to the government. <br /><br />The panel in its earlier incarnation played a significant role in drafting the Mahatma Gandhi National Rural Employment Guarantee Act or MGNREGA during the tenure of UPA-I. It has over the past few months been reviewing the implementation of the legislation and making recommendations to make it work better.<br /><br />The advisory panel recommended that at least two-thirds of all works in financial terms at the block level under MGNREGA should focus on the development of land and water resources to result in sustainable increase in productivity of resources and incomes to the poor. <br /><br />No other works should be taken up under the MGNREGA until the Natural Resource Management works proposed by gram panchayat would be completed, it added.<br /><br /></p>
