<p>A Special CBI court has dismissed the petition filed by Anand Prakash, a friend of Ruchika's father Subash Girhotra, against the decision to accept the closure report against Rathore in two separate cases. <br /><br /></p>.<p>Ruchika Girhotra committed suicide in 1993, three years after being molested by former Haryana DGP SPS Rathore. The CBI had filed closure reports last year in the case of alleged custodial torture of Ruchika’s brother Ashu and a case of alleged forgery of signatures of Ruchika’s father SC Girhotra on his daughters post-mortem report.<br /><br />Anand Prakash, whose family has uncompromisingly battled for justice in the molestation case for decades, still pledges to continue his struggle for justice despite the “setback”. <br /><br />At the time CBI filed the closure report last year, Ruchika’s father and brother did not object to the move. Prakash suspected that the CBI investigating the cases against Rathore has pressured the father-son duo. <br /><br />CBI special judge Najar Singh in his order on Wednesday said Anand Prakash failed to point out any illegality in the CBI magistrate's order accepting the closure report. The judge said that in case Prakash has any grievance, it can be redressed in the manner provided in law.<br /><br />Rathore, who retired in 2002 as Haryana DGP, was the Inspector General of Police when he molested 14-year-old Ruchika on August 12, 1990. The girl committed suicide three years later in December 1993. The top cop was sentenced to 18-month rigorous imprisonment by a district and sessions court in Chandigarh on May 25, 2011. After spending about six months in jail, Rathore was granted bail by the Supreme Court. <br /><br />Rathor’s counsel Ajay Kaushik has submitted that Anand Prakash has no local stand to file these revision petitions and the complainants Ashu and SC Girhotra, too, had not raised any objection to the closure report of the CBI.<br /><br />Ruchika’s father SC Girhotra in his complaint had alleged that his signatures were taken on blank papers during the post-mortem formalities of his daughter. He had claimed that his daughter's name was changed to Ruby and his name to Subhash Chand. <br /><br />Ruchika’s brother Ashu Girhotra had alleged that false cases of vehicle thefts were slapped on him at the behest of and he was tortured by the Haryana Police. The investigating agency filed closure report after it failed to substantiate the allegations.</p>
