Kerala government’s effort to propound a legislation to regulate hartals gained momentum with home minister Ramesh Chennithala presenting a draft bill ahead of the Kerala Hartal Control Act.
The draft, posted by the minister on his Facebook page, said the Act would “soon” be implemented after the bill is tabled in the Legislative Assembly under stipulated provisions.
The proposed bill says all political parties must make public announcements three days prior to the date of the hartal and should also pay a collateral deposit as compensation for any damage caused to public property.
