Rai, a 1992 batch officer, was the investigating officer in the Sohrabudin case for a brief period in 2007 and it was he who had arrested three senior IPS officers, including DIG D G Vanazara, for their involvement in the fake encounter case.
His Annual Confidential Report (ACR) was downgraded by his senior officers including the then DGP, P C Pande and former ADG, Crime, O P Mathur. Rai, presently on study leave, had moved the CAT alleging that his ACR was downgraded since he carried out an unbiased probe in the Sohrabudin case.
In his rejoinder Rai alleged that Pande and Mathur had directed him not to record investigation details in the Sohrabudin and Tulsiram Prajapati encounter case.
