Manjunatha Packaging Private Limited had filed a writ petition stating that they had been allotted nine acres of land (Survey No 23/1) in Upparahalli on the outskirts of Tumkur.

They later applied to TUDA for conversion of that land to residential area, so that they could construct a layout. But the Tumkur Urban Development Authority did not respond to the application.

When they challenged this in the High Court, Justice Nagmohan Das had instructed the Tumkur Urban Development Authority to consider the prayer of the petitioner within eight weeks time.

However, nothing was done within that stipulated time. Hearing the case, Justice B S Patil ordered notices to the respondents and issued a stay on all further proceedings related to that land.
