Judge to ascertain Utsav's mental status himself

Hearing Utsav's lawyer, S.P. Chaudhry's request to the court to grant Utsav bail and send him to a specialised hospital for a treatment, the chief judicial magistrate said he will decide on the plea only after he personally verifies Utsav's mental situation by talking to him.
Adjourning the hearing for Tuesday, the magistrate said he will hold personal deliberations with the "troubled" youth.

The hearing was scheduled early on the request of the lawyer who pleaded Utsav might turn out to be a trouble element for society if timely treatment is not given to him.
The lawyer submitted that Utsav had been under treatment for his bipolar disorder under various psychiatrists. After 2007, he had been under the treatment of Dr. Ratna Bilwani, an eminent psychiatrist at Ahmedabad where he was pursuing his master's degree in designing from National Institute of Design (NID).

Utsav last Tuesday attacked Talwar with a cleaver outside a special Central Bureau of Investigation (CBI) court in this Uttar Pradesh town as hundreds of people watched stunned. He was booked for attempt to murder and under the National Security Act as the crime had occurred in the courthouse premises. He is currently held in jail.

He had also attacked tainted former Haryana top cop S.P.S. Rathore, convicted in the Ruchika Girhotra molestation case, outside a Chandigarh court last year.
