Officials said Collector U.Sagayam had sent the eight-page notice to Alagiri's house here regarding the building constructed by the Dhaya Engineering College on behalf of the M K Alagiri Educational Trust.

The minister, his wife Gandhi Alagiri, and son Dayanidhi Alagiri have been asked to be present before the Collector on September 16 to explain the alleged irregularities regarding the construction of the college building.

The request for affiliation of the college was pending with the Anna University of Technology while the Madras High Court bench here had issued orders to consider it as per rules and regulations.

The charge against the college was that it had damaged two sluices and blocked the channels from Karisalkulam tank that irrigated 330 acres, making them barren.

M.Ramalingam, a farmer from Sivarakottai, also had filed a petition regarding alleged encroachment and damage to the sluices and channels connecting Kaunda river.

The Divisional Revenue Officer's report submitted after inspection on August 29 said the sluices were destroyed and farmers' livelihood had been affected.

The notice said, "It is crystal clear that the trust has committed offences under the Tamil Nadu Irrigation works (construction of field bodies) Act 1959 and Tamil Nadu Farmers Management of Irrigation System Act,2000, and Tamil Nadu Protection of Tanks and Eviction of Encroachment Act 2007".
