Former external affairs minister S M Krishna on Friday urged Congress chief Sonia Gandhi to make it mandatory for all those willing to join the party to work towards strengthening it for a minimum of two years.

In a letter, he said, those joining the party should start their work at block Congress level. This will help strengthen the part at the grassroots level. Any responsibility in the party or position in the government should be given only to those who fulfil these conditions, he added.

He also urged the party chief to give priority to youth and women while issuing tickets to contest 2014 Lok Sabha polls. In the recent years, the Congress has allowed senior leaders from other parties to join it.
