With frequent disruptions of Parliament, Rajya Sabha Chairman Hamid Ansari on Monday met leaders of various parties, who promised to allow legislative business to be conducted during the remaining part of the Monsoon Session.

The leaders, while agreeing to have Zero Hour daily to avert disruptions, refused to accept the suggestion on shifting the Question Hour from 11 am to noon.

So far, the Rajya Sabha was having Zero Hour on alternate days, but several leaders suggested that it should be made a daily affair to help members raise important issues.
The proposal was to shift the Question Hour to noon and the Zero Hour to 11 am, so as to ensure that the House has a smooth running, without disruptions. However, the parties have opposed to shift Question Hour from the current 11 am.

Apparently exasperated over the frequent disruptions, Ansari had called the all-party meet to discuss possible changes in rules for smooth running of the House.

At the meeting, the representatives gave Ansari an assurance that henceforth Question Hour would not be disrupted, and that they would allow legislative business during the remaining part of the Monsoon Session.
