An order issued by Governor’s office (number GS8, GUM98, dated 13 October, 1998) has restricted Vice Chancellors from making any appointments six months prior to their retirement. With Prof Sherigara’s term to end on May 17, 2010, he is barred from making any recruitments and promotions from November 17, 2009.

The present recruitment process is said to be glaring violation of Governor H R Bharadwaj’s order. The Governor, who is also Chancellor of universities in the State had many times openly expressed his displeasure over the functioning of the University.
The University had issued a notification on recruitments for various posts in October. As the Vice-Chancellor’s term is ending, Principal Secretary of Department of Higher Education dashed a letter to the VC on November 10, 2009 asking him to stop the recruitment process till further order. The zeal shown by the VC in recruiting staff has raised many eye brows.

In a chat with Deccan Herald over the recruitment process, Prof Sherigara said the High Court had in an order with regard to recruitment process in Tumkur University, clearly said the Vice-Chancellor’s term is not “fractional” and the VC can take decisions regarding recruitment till the last day in office.

On the letter from Department of Higher Education to stop the recruitment, the VC said that the communication was with regard to some confusion over reservation of posts which had been “cleared now”.

The VC clarified that he is “proceeding with the recruitment drive only after getting green signal from the Government.”
