The Congress party is unlikely to make any tall promises in its manifesto for the Delhi Assembly elections and instead focus on deliverables.

The manifesto, expected to be released on Thursday, may include a list of achievements during its 15-year rule with Shiela Dikshit at the helm and focus on what needs to be done.

“The people of the capital have witnessed Delhi emerge as a modern capital. We would like to focus on how to take these modernisation plans further,” a senior leader said.

The Congress also plans to offer Delhiites Wi-Fi services on public transport, cheaper electricity and water, a bid to compete with the Aam Aadmi Party (AAP). In the 2013 elections, the AAP stormed to power on the basis of a strong anti-corruption agenda in addition to its promises of providing free water and cheaper electricity.

During its campaign, the party also plans to highlight the BJP’s “failure” in addressing the problems of unauthorised colonies, erratic power supply and issues related to traffic congestion during its seven-month rule at the Centre.

Delhi has been under Central rule since Arvind Kejriwal resigned as chief minister in February last year, after being in government for 49 days.
