Employees at the State legislature – the Legislative Assembly, Council and the Legislators’ Home – have been told not to be loud while they speak on mobile phones.

A circular to this effect has been posted on the notice boards at the secretariat. It also directs women employees not to loiter around in the corridors. It has been observed that during office hours, some employees were seen loitering in the corridors or talking in a loud tone. Sources said there had been complaints from senior officers that employees were not in their seats during office hours or were talking on the mobile phone all the time.

Office work gets disturbed by such behaviour and amounts to indiscipline, the circular states, adding that many women employees were seen casually walking in the corridors. Employees have been directed to imbibe discipline and co-operate for the smooth flow of work. If they fail to follow instructions, action would be initiated against them. There are 800 employees in the Legislature Secretariat and 65 per cent of them are women. The offices of the Secretariat spread over all the three floors of the Vidhana Soudha.
