As the impasse over the formation of a government continued in Jammu & Kashmir, Governor N N Vohra on Thursday appointed two former IAS officers as his advisers to run the administration smoothly.

Sources said that after consulting the Centre, the governor appointed Parvez Dewan, a 1977 batch IAS officer and Khurshid Ganai, a 1982 batch IAS officer as his advisors.

Dewan and Ganai retired in October 2014 and October 2015, respectively, and have held important positions during their career as Jammu & Kashmir cadre officers.

A Raj Bhavan spokesperson said the governor had held detailed discussions with Chief Secretary B R Sharma on Wednesday to discuss restructuring of the present decision making process with a view to ensuring that every important matter receives timely attention.

The departments have been organised in four clusters keeping in view the need for synergy and convenient transaction of government business, he said.

The governor had assumed charge as head of the government on January 8 after the demise of chief minister Mufti Mohammad Sayeed. The state is under governor’s rule as the PDP and the BJP are yet to re-stitch the alliance they had entered into in March last year.

Sources told Deccan Herald that after being delayed by nearly a month, government formation is increasingly looking like a remote possibility in the near future.

In the 87-member House, the PDP with 27 MLAs is the single largest party followed by the BJP with 25 members. The NC has 15 MLAs and the Congress 12, while there are seven legislators from smaller parties and independents.

Under the constitution of J&K, the state can be under Governor’s Rule for six months and if the governor is convinced there are no chances of a government taking power, he can recommend dissolution of the Assembly and seek fresh elections.
