In more trouble for the AAP, the Anti-Corruption Bureau (ACB) on Tuesday registered three cases against a late brother-in-law of Delhi Chief Minister Arvind Kejriwal and others.

Those named in the cases have been accused of swindling public money using dummy companies and fake bills. The FIRs are filed against Surender Bansal, the brother-in-law of Kejriwal who passed away on Monday, two companies and senior PWD officials on a complaint filed by Rahul Sharma of NGO Roads Anti-Corruption Organisation (RACO).

A complaint filed by RACO in a local court earlier had claimed that Bansal and others committed fraud, forgery, corruption and cheating to “defraud the government treasury” to the tune of more than Rs 10 crore.

The complaint also mentioned Kejriwal as an accused, but the FIRs did not name Kejriwal. According to the complaint, Bansal operated Renu Construction and various other “dummy” companies to obtain public works contracts by way of “fraud” in criminal connivance with other higher government servants posted in PWD.

Bansal obtained contracts in 2015-16 for works, which never got executed, while all the payments have been cleared, it said. “Even the bids and technical marks were manipulated and therefore awarded the work on a much lower price, around 46% lower than the genuine market price, whereas on such rate quotes no such work can ever be undertaken under any rocket science,” the complaint said.

In one instance, the complaint claimed, a contract for Rs 4.90 crore was given to Bansal for construction of drain in Bakoli village. He used a “dummy” companies to bill the Delhi government and was helped by the chief minister, the complaint charged.

Delhi Police had earlier initiated a preliminary enquiry against Kejriwal’s brother-in-law.
