BBMP goes for fresh tenders for SWD remodelling

The Bruhat Bengaluru Mahanagara Palike (BBMP) has called for re-tender and remodelling of storm water drains at Hebbal Valley in the wake of  a contractor submitting forged "work done certificate" and audit report.

Though BBMP cancelled the tender, it has neither taken steps to blacklist the contractor nor ordered an investigation.
In the first tender, BBMP had approved the Rs 55-crore worth tender for Hebbal Valley (Package-2) in favour of Tam Tam Pedda Guruva Reddy, a contractor. One of the conditions in the tender notification was that the bidder should have a turnover of more than Rs 30 crore and work-done certificate.

Reddy submitted the certificate, claiming to have conducted work at Field Irrigation Canal Division-7 at Bheemarayanagudi for the Krishna Bhagya Jala Nigama Ltd. Upon enquiry, it was found that FIC Division-7 was renamed FIC Division-4 and transferred to the Krishna Bhagya Jala Nigama Ltd (KBJNL).

Chief Engineer KBJNL also gave a reply to an NGO, which raised an objection to issuance of letter of intent to the contractor, that division Number -7 at Bheemarayanagudi was no more in existence with effect from August 1, 2000.

"The BBMP commissioner has sent the report to the state government seeking approval of the second tender in which three contractors have been chosen in the financial bidding. However, BBMP has not taken serious action against the contractor and told the government it was finalising the fresh tender in view of urgency in the remodelling work,'' Deepak C N, of NGO Jan Sangram Parishath said.

Four firms — RMN Infrastructure Ltd, Narendra Reddy, Liya Infratech Pvt Ltd and VDBI, which is already executing a Rs 125-crore project — have cleared the financial bidding in the fresh tender, sources said.
