Task force to strengthen Panchayat Raj system

 The task force headed by Rural Development and Panchayat Raj Minister Shobha Karandlaje will also short-list measures to strength people’s participation in the process of planning, decision-making, implementation and delivery under PRIs.

Addressing a press conference after a preliminary meeting of the task force here on Friday, Karandlaje said the suggestions would be broadly under four sub-groups - activity mapping and planning, finance, administration and amendments to the present Karnataka Panchayat Raj Act -1993.

Senior IAS officers M R Srinivas Murthy, V P Baligar, T R Raghunandan (all associated with RDPR department earlier), besides several experts including Institute for Social and Economic Change Director R S Deshpande, Prof Abdul Aziz, Prof Rita Narohna, Dr L H Manjunath will be members of the task force.

Karandlaje said the task force will also obtain feedback from presidents of the three-tier panchayat institutions, besides studying best practices in gram panchayats. The task force will study the Kerala model of appointing ombudsman to PRI to prevent misuse of powers and to ensure implementation of development programmes, she said. The recommendations of the task force will be placed before the State Cabinet for implementation.
