<p>New Delhi: Around 34 lakh enumerators and supervisors along with other 1.3 lakh functionaries will be deployed for conducting Census 2027, the Ministry of Home Affairs (MHA) has said, as the government is set to issue a gazette notification on Monday, kick-starting the decennial exercise.</p><p>Home Minister Amit Shah reviewed the preparations with Home Secretary Govind Mohan, Registrar General and Census Commissioner Mrityunjay Kumar Narayan and other senior officials, an official statement said on Sunday. This time, caste enumeration will also be part of the Census for the first time since 1931. </p><p>The Census, which was scheduled to be conducted in 2021 but postponed due to Covid-19 pandemic, will be conducted in two phases. </p>.Fresh caste census in Karnataka: Panel preps for fresh survey even as Congress faces Ahinda anger.<p>In the first phase, which is the Houselisting Operation (HLO), details related to the housing conditions, assets and amenities of each household will be collected while in the second phase, when population is counted, demographic, socio-economic, cultural and other details of every person in each household will be collected. </p><p>For Census activities, an official statement said, about 34 lakh enumerators and supervisors and around 1.3 lakh Census functionaries would be deployed. This Census is the 16th Census since the beginning and 8th after independence.</p><p>"The ensuing Census will be conducted through digital means using mobile applications. Provision of self-enumeration would also be made available to the people. Very stringent data security measures would be kept in place to ensure data security at the time of collection, transmission and storage," the statement said.</p><p>The MHA had on June 4 said that it intends to complete the Census by March 1 in 2027. It had set the reference date as 1 March, 2027 for areas except for Ladakh and the snow-bound areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand where it is 31 October, 2026.</p><p>The last time India conducted a Census was in 2011 but caste was not counted as part of the exercise, which is carried out under Census Act, 1948 and Census Rules, 1990.</p><p>The notification to be issued on Monday will provide clarity on whether the government intends to update the National Population Register (NPR).</p><p>The exercise, which will be the first-ever digital census in the country giving the citizens an opportunity to self-enumerate, will cost the government at least Rs 13,000 crore.</p><p>The statistics provided by Census 2027 will be used for delimitation of Parliamentary and Assembly seats, if the government does not extend the existing moratorium beyond 2026 on increasing the number of seats. It will also be instrumental in the implementation of 33% quota for women in Lok Sabha and Assemblies, as existing law mandates that it can come into effect only after the delimitation exercise is completed.</p>
