<p>Bengaluru: In a major step to reduce corruption and increase transparency, the health department has transferred 5,676 officers and staffers in accordance with the Karnataka Civil Services (Regulation of Transfer of Medical Officers and Other Staff) Rules, 2025.</p>.<p>The department divided the districts into critical and non-critical zones. The doctors were marked for each year of their areas, giving them two marks for rural service, 1.5 marks for urban service.</p>.<p>Doctors were given rankings based on these marks. The ranks determined the priority order for them to choose the place of their liking. </p>.<p>The non-critical zones are more in number than the critical zones. After the first set of doctors choose non-critical zones, when the number of critical and non-critical zones becomes equal, doctors next in line are to choose the critical zones.</p>.<p>The department has set up a committee for redressing officials' grievances with respect to postings. </p>.<p>Health Minister Dinesh Gundu Rao told DH, "There will be annual transfers in the same way as it helps clean up the system. My office was filled with people with recommendation letters from politicians and other influential persons, because people felt that was how the system works. An exclusive software is in place to show the vacancies. Higher officials participated via video conferencing. </p>.<p>"We had a lot of humanitarian challenges. We had to take into consideration how transfers affect officials' families," said Rao.</p>.<p>A few vacancies could not be filled at critical zones. So, a second round of counselling was held.</p>
