SIR 2.0: Nearly 6.5 crore electors removed from draft rolls of 12 States, Union Territories

The number of electors in the nine States and three UTs has come down to 44.4 crore from 50.96 crore

The names of 6.56 crore electors have been removed from the draft electoral rolls of nine States and three Union Territories (UTs) published in the past days as part of the ongoing Special Intensive Revision (SIR) being carried out by the Election Commission of India.

Before Phase 2 of the SIR, which commenced on November 4, 2025, the 12 States and UTs had 50.96 crore electors.

After the separate draft rolls were published, the number of electors dwindled to 44.4 crore.

EC officials have said the names of those removed from the draft rolls have been put in the 'ASD' or absent, shifted and dead/duplicate category. As many as 4.64 crore names have been deleted owing to shifting, 1.46 crore names have been removed due to death and 44.06 lakh names have been deleted because of multiple registrations.

Phase II of the SIR was conducted in Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal .

Uttar Pradesh

The draft electoral rolls for Uttar Pradesh excludes 2.89 crore voters and retains 12.55 crore names. The 2.89 crore voters, or 18.7 per cent of the 15.44 crore listed earlier, have not been included in the draft list due to deaths (46.23 lakh), permanent migration (2.17 crore) or multiple registrations (25.47 lakh).

West Bengal

As many as 58,20,898 names or 7.59 per cent of voters have been deleted from the draft electoral rolls, bringing down the size of the electorate from 7.66 crore to 7.08 crore.

Tamil Nadu

Names of 97.37 lakh (15.19 per cent) voters have been dropped in the draft electoral rolls. Of these, 66.4 lakh voters have shifted their residences, 26.9 lakh are dead and 3.98 lakh have enrolled at multiple places, according to the data released by the Chief Electoral Officer, Tamil Nadu.

The total number of voters, as per the draft rolls is 5,43,76,755 as against 6,41,14587 when the SIR began.

Kerala

Out of the 2.78 crore voters at the beginning of SIR, 8.65 per cent or 24,08,503 voters have been left out in the draft electoral rolls in Kerala.

With this, the number of voters in Kerala has come down from 2,78,50,855 to 2,54,42,352.

Among the 24,08,503 who have been left out, around 1,60,830 did not either return the filled-up form or refused to accept the form and 6,45,548 were untraceable. The remaining include 6,49,885 deceased people, 8,16,221 shifted people and 1,36,029 duplicate entries.

Gujarat

Names of 73.73 lakh voters (14.5 per cent) in the State have been omitted due to various reasons in the draft rolls. As many as 4.34 crore voters have been found valid in the draft rolls as against 5.08 crore voters registered earlier.

Madhya Pradesh

Over 42.74 lakh (7.45 per cent) electors have been deleted from the draft voter list. Of them, 8.46 lakh are dead, 31.51 lakh were absent or had migrated, and 2.77 lakh people were registered as voters in more than one place. With this, the total voter count fell from 5.7 crore before the revision to 5.3 crore.

Rajasthan

The names of 41.84 lakh lakh voters (7.65 per cent) have been deleted in the State, which had 5.46 crore voters before the SIR began.

Chhattisgarh

Over 27 lakh or nearly 12.88 per cent of voters in Chhattisgarh have been excluded from the draft electoral rolls. The State had 2,12,30,737 electors before the SIR commenced.

Goa

Around one lakh voters have been excluded in the draft rolls of Goa. With this, 10.84 lakh, of the 11.85 lakh names, are in the draft list.

Andaman and Nicobar Islands

In the Andaman and Nicobar Islands, 64,000 or 20.62 per cent of the 3.1 lakh electors have been removed from the draft rolls.

Puducherry

Of the existing 10.21 lakh names, 9.18 lakh are in the draft list. Of the 1.03 lakh (10.12 per cent) names deleted, 20,798 are deceased, 80,645 were found shifted or absent, and 2,024 were enrolled at multiple places.

Lakshadweep

Lakshadweep has 56,384 names in the draft list, of the existing 57,813 voters. Of 1,429 (2.47%) names left out, 705 are dead, 252 were found shifted/absent and 472 belonged to those who had enrolled at multiple places.
