The Nitish Kumar regime in Bihar took a new initiative for minorities in a bid to bring them into the mainstream. With a two-pronged strategy - to encourage Muslim students and bring the marginalised minorities to the fore - the Government launched a scheme - ‘Mukhyamantri Alpasankhyak Protsahan Yojna’ - in 2007.

The scheme stipulated that each Muslim student securing Ist division in the matriculation examination would get a reward of Rs 10,000 from the State Government.
Within two years of its launch, the scheme yielded such splendid results that it was an eye-opener for other States.

There was nearly 1300 per cent increase among the Muslim students passing their Class X examination with first division in the last five years. If a total of 2,627 Muslim students secured first division in 2007, the number swelled to 5,800 in 2008, and eventually to 11,500 in 2009.

The success rate increased manifold in 2011 when 34,965 students from minority community were rewarded with an incentive of Rs 10,000 each for securing first division.

“The sense of competition has yielded the desired result,” averred Nitish and hastened to add that the scheme was motivating other Muslim children to join schools.

Besides this, the Government has also empowered Muslims through ‘Mukhyamantri Shramshakti Yojna’ under which people belonging to minority community are being provided technical training so as to become self-employed and self-dependent.

Apart from this, Muslim women abandoned by their husbands or close relatives will also now get Rs 10,000 as financial aid from the Government.
.
The politics of minority quota

Enlisting muslim OBCs in various states a must

Court strikes down quota within quota four times !
