The JVC will select the private operator to create the necessary infrastructure and supply gas, Acharya said.<br /><br />The GAIL has already begun laying 800-km gas (main line) pipeline from Dabhol in Maharastra. The total cost of the project is estimated to be Rs 5,000 crore.<br /><br />No bicycles for children<br /><br />Having failed in its efforts to distribute bicycles to 5.92 lakh Government school students this academic year, the Cabinet decided to give away Rs 2,500 cash to each of these students.<br /><br />“There has been delay in procuring bicycles this year. There are indications that it may get further delayed. So, it has been decided to give away cash to the students,” Acharya stated.<br /><br />Special offer<br /><br />The Cabinet approved implementation of a scheme to enable people in Mysore, Mangalore and Hubli-Dharwad cities, who have defaulted on payment towards monthly water bills, to pay up the amount. <br /><br />As per the scheme, those who clear the arrears within three months will be given 100 per cent interest waiver and those who clear the arrears within six months will be given 50 per cent interest waiver. If not, the water connection will be disconnected, he said.<br /><br />The scheme will commence from March 1, 2011. These corporations have a total of Rs 94 crore arrears and Rs 35 crore is the accumulated interest on the arrears.<br /><br />Draft bills approved<br /><br />The State Cabinet on Monday approved three draft bills which will be tabled in the House. They are Ground Water Regulation Bill, Karnataka Civil Services Rules (transfer of medical and paramedical staff) and Amendment to Karnataka Land Reforms Act to enable conferment of ownership on Moolageni tenants in Dakshina Kannada and Udupi districts.<br /><br />The new legislation on transfer of medical and paramedical staff seeks to make it mandatory for government doctors to serve a minimum of six years in rural areas. It also seeks to introduce the transfer policy for medical and paramedical staff on the lines of teachers’ transfer policy being followed in the Education department.<br /><br />The Cabinet also approved the Governor’s speech to the joint session of the State Legislature on January 6.<br /><br /></p>
