5 Bills for judicial reforms in monsoon session: Moily

“Five bills for reformation of the judiciary will be introduced in the monsoon session of the Lok Sabha. The bills provide for ensuring justice to all, transparency in appointment of judges and regulation of public interest litigations among others,” Moily said here on Friday. He was speaking at the inauguration of the southern region convention of the Karnataka Pradesh Congress Committee (KPCC) Legal and Human Rights Cell.

The Minister said according to a survey conducted by the National Judicial Academy only four out of 100 people had access to justice. A Right to Justice bill will be introduced to ensure justice to one and all and the first draft of the bill is ready, Moily said.
Referring to appointment of judges, the Minister said judges appoint themselves only in India.

“It is the same men and women who take over legislation. Direct appointment of judges according to cadre system on public service commission module is being considered” he disclosed.

Noting that corruption has become rampant among judges, Moily said National Judicial Standard and Reforms Act  will be introduced to deal with corrupt judges. He said public interest litigation (PIL) has turned out to be a money-spinner and legislation will be introduced to regulate PILs.

All India Congress Committee spokesperson Dr Abhishek Singhvi demanded the resignation of Chief Minister B S Yeddyurappa over the report of the Central Empowered Committee constituted by the Supreme Court.

“I watched Yeddyurappa on television claiming there is no illegal mining as such, while CEC report contradicts the assertion. It’s on record that he (CM) had recommended licence to a mining company  in July 2009, yet he claims innocence,” he said.
