<p>“The Chief Justice has exercised discretionary powers in appointment to the said posts for the SDAs from the quotas provided to promote group ‘D’ employees,” observed a division bench comprising Justice V G Sabhahit and Justice A S Bopanna, while dismissing the petition.<br /><br />Ramesh, a resident of Nandini Layout, whose candidature was rejected, had challenged the appointments alleging that some persons, though not qualified, have been appointed for the posts.<br />The bench said that powers have been exercised including that to relax educational qualifications when qualified persons are not available, in the interest of the High Court.<br /></p>
