A State Cabinet sub-committee, constituted to frame rules for the implementation of Article 371(J) in Hyderabad-Karnataka region, is learnt to have left it to the Cabinet to decide the quantum of reservation to be fixed for the local population in government organisations and educational institutions outside the region.

The committee headed by Rural Development and Panchayat Raj Minister H K Patil is also learnt to have fixed quota ranging between 70 per cent and 100 per cent (depending on the cadre) for the local population for posts in government organisations that fall within the region comprising Bidar, Gulbarga Yadgir, Raichur, Koppal and Bellary districts.

The panel is learnt to have proposed to reserve 80 per cent of seats available in each course in educational institutions or non-statewide universities in the region to the local population. It has also recommended mapping of all government posts and seats in educational institutions in the region.

The panel has finalised the rules for the yet-to-be-constituted Hyderabad-Karnataka Development Board, sources said. The sub-committee recently submitted its report to Chief Minister Siddaramaiah.
