JPC report tabled in RS amid protest

Amid noisy scenes, the Joint Parliamentary Committee (JPC) report on the 2G spectrum scam was tabled in the Rajya Sabha on Tuesday.

Opposition parties, including the BJP and the Left, accused the JPC Chairman of making changes to the dissent note given by the opposition members.

Congress member Anand Bhaskar Rapolu tabled the report after Deputy Chairman P J Kurien ruled that no discussion would be permitted. He said the Terms of Reference of the JPC does not have any provision of discussion on the report. MPs from the BJP, CPI, CPM,  Trinamool Congress, AIADMK and the DMK opposed the tabling of the report. BJP deputy leader in the House Ravishankar Prasad, who is also a JPC member, demanded a debate on the report alleging that his dissent note had been altered. 

Leader of the opposition Arun Jaitley supported him and asked the chair if the chairman of a Parliamentary committee can delete certain unparliamentary references or can alter the substance of the dissent note submitted by a member.

“Substance of the dissent note given by members of the House has been altered by the Chairman. Please give us a ruling. Whether it is permissible,” he demanded.

Agitated BJP members trooped into the well shouting “shame, shame”, forcing Kurien to adjourn the House until 2 pm.
