Delhi Police today chargesheeted two suspected Lashkar-e-Toiba (LeT) operatives arrested last year for allegedly conspiring to kidnap several businessmen to generate funds for buying weapons and explosives to carry out terror attacks in the national capital.

Delhi Police Special Cell, in its charge sheet filed in a court here, named Mohd Rashid and Mohd Shahid as accused and charged them for offences of criminal conspiracy under the IPC and under the provisions of Unlawful Activities (Prevention) Act.

"During investigation conducted so far, the following facts have come on record to establish that arrested accused Rashid and Shahid are members of banned terrorist organisation LeT...and were in conspiracy with Abdul Subhan (absconding and is wanted LeT member) and Javed Baluchi (LeT terrorist from Pakistan) to plot a terrorist action in Delhi/adjoining areas," police said in its charge sheet before Additional Sessions Judge Daya Prakash.

Both the accused were arrested in December last year from Haryana's Mewat region.
With their arrest, police had claimed to have unearthed a terror module of LeT which was at an "advanced stage" of planning a major strike in Delhi.

Regarding Baluchi, police had said that intelligence agencies had provided information in November last year that Baluchi was contacted on his Pakistani mobile number from Rajasthan and there were conversations regarding a conspiracy to carry out a terror strike in India.

Police had also claimed that Rashid had told the investigators about LeT's plan to execute a terror strike "on the anniversary of Babri Masjid demolition".

According to police, after their arrest, Rashid and Shahid had said that they had met two persons in Uttar Pradesh's Muzaffarnagar region after the riots.

The charge sheet said that Subhan is associated with LeT and as per their (organisation) previous modus operandi, he again tried to execute similar plan to strike terror in India.

"Investigation has revealed that Subhan had planned the kidnapping of rich persons for ransom and thereafter to purchase arms and explosives from the ransom money to carry out the terrorist activity upon the directions of a Pakistan banned commander Javed Baluchi.

"The discloser of accused Rashid and statement of witness Zameer established this fact. He tried to persuade Zameer to join him in his plan but he could not succeed to prevail on him," the charge sheet said.

The police also alleged that "Rashid and Shahid have disclosed that during their study of Holy Scriptures and attending various religious congregations/conferences, they had developed an inclination towards Jihad and they wanted to do something for their community which they perceived was being treated unfairly."

The police also claimed that "after procuring SIM card from Shahid, accused Subhan and Rashid, in furtherance of the conspiracy, went to UP to arrange for a person who may help them in kidnapping".

"The call detail records of the mobile numbers recovered from/belonging to the arrested/wanted accused persons were analysed in depth and on analysis, the following facts have been revealed which establish their association with LeT and also establish the conspiracy which was being hatched amongst them," it added.
