RGGVY: 'Don't issue certificate without verification'

ZP meet also discusses issues on MGNREGS, fruit rot disease

Zilla Panchayat resolved to direct all gram panchayats not to issue completion certificate under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), without verifying the connections issued to all the beneficiaries.

Speaking at monthly ZP meeting here on Saturday, ZP President Asha Thimmappa Gowda said that the the GP authorities should ensure that completion certificate is issued only after the completion of the work and not before it. All GPs will be asked to submit details on the completion report list and pending works.

If there was any difference in the list submitted by the gram panchayats and completed works, then measures will be initiated to take action against the concerned. The ZP also resolved to urge Mescom MD to include all the pending works under the scheme and complete it by December end. 

ZP Member Mamatha Gatti said that in a few gram panchayats, eligible BPL card holders are not provided with electricity connections under the scheme. The scheme has not been fully implemented. There is a need to conduct a survey on the works on electrification in villages. Supporting her, other members said that the GPs should be directed to ensure that no house is left out before issuing completion certificate. The sub contractors are seeking money from BPL card holders for the electricity connections. However, Mescom engineers clarified that no beneficiaries have to pay to the sub contractors.

MGNREGS

When members raised issue on implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), ZP CEO Tulasi Maddineni said that guideliness needs to be adhered while implementing the scheme. No compound walls can be constructed.

For 1,240 wells, less than Rs 20,000 have been paid. For 1,768 wells, more than Rs 20,000 have been paid. Now, the government has issued a circular to lay concrete roads by maintaining the same ratio. Under MGNREGS, assets should be created, she said.

Fruit rot disease

Member Chennappa Kotian said that all the growers whose plantations have been affected with fruit rot disease last year have not yet received compensation. Those who have applied for the compensation late, are yet to get the amount.

MLC Ivan D’Souza said that he has already appealed to Chief Minister to release additional fund to the district to be distributed as compensation to the growers. The CM has asked to submit a detailed report on the loss of crops. The government is committed to help arecanut growers, to which, the ZP President directed deputy director of horticulture department to submit a detailed report on the loss of crops, so that report can be submitted to the government seeking funds.

Housing scheme

The ZP CEO said that a proposal on 1,364 houses under Basava Vasathi Yojane has not been approved. A total of 496 proposals have been rejected by the nodal officers citing high costs. A proposal of 868 houses has been submitted to Rajeev Gandhi Housing Corporation and is being audited by the Corporation. Olympian Sahana Kumari was felicitated on the occasion.
