4 tahsildar offices raided, 6 private agents, SDA arrested

Graft unearthed in issue of caste certificates for RTE admissions

 The Lokayukta police on Thursday raided four tahsildar offices in the City and arrested six private agents and a Second Division Assistant (SDA) on charges of corruption in issuing caste certificates and income certificates, ahead of the last date for submitting application for school admission under Right to Education (RTE) quota.

The simultaneous raids were conducted at tahsildar South, North (both at Kandaya Bhavan on KG Road), Additional North (Yelahanka) and East (K R Puram) offices from morning.

A senior police officer said complaints were filed accusing the revenue staff of engaging private agents at the tahsildar offices to demand and accept bribes from applicants. An FIR was lodged for the offences under Sections 7, 8, 9, 10 and 13 (1) (d) of Prevention of Corruption Act. The Lokayukta police officials searched the tahsildar offices and found various private agents inside the offices with several applications. At the office of South tahsildar, SDA was questioned and police found Rs 1.32 lakh cash form her. A senior police official said the accused had no proper explanation or accounts for the money she possessed.

“Two agents were arrested in South tahsildar office for having several applications, not only pertaining to caste and income certificates but also other applications. The touts were found to be running the process of applications at the tahsildar office.

The applications should have reached  the tahsildar office through post. However, they were instead carried by hand by these agents,” the official said.

At the North tahsildar office, the police tracked down one agent. The private person was arrested for keeping applications and other documents pertaining to various applicants. Similarly, two agents were arrested at the Additional North tahsildar office. A senior police official said the names of the arrested will be released after the production before the Lokayukta special court on Friday.

Four teams were formed for the special drive against the corruption at the tahsildar office. On February 10, Upa Lokayukta Justice Subhash B Adi had made a surprise visit to the South tahsildar office based on complaint of rampant corruption. On Thursday, being the last date for admission under RTE, Bengaluru district administration submitted a report to the Upa Lokayukta  stating that all applications seeking caste and income certificates for the purpose of RTE have been cleared. “They (district administration) have filed a report with number of applications, allowed and rejected with reasons. I will have to go through to verify the report,” Justice Adi said.
