HC stays appointment of registrars to Gulbarga varsity

 The High Court on Wednesday stayed for four weeks a government order appointing C S Patil as Registrar (evaluation) and Pravin B Honguntikar as Registrar (administration) at Gulbarga University. A division bench consisting of Justices N Kumar and G Narendra stayed the government order dated August 3, 2015, on a petition against their appointment.

The petitioners, Chandrakant M Yatanoor and Sharanappa V Halse, argued that the government made fresh appointments even though the tenure of sitting registrars was not yet over. Section 18(1) of the Karnataka Universities Act, 2000, mandates that the State government appoint a KAS officer not below the rank of Group ‘A’ senior scale or a senior member of the faculty of any university as registrar (administration or evaluation) of a university. But neither new appointee, the petitioners argued, is a KAS Group ‘A’ senior scale officer or a senior member of the faculty of any university.
The bench has adjourned the hearing until September 9, 2015.
