City-based advocate G R Mohan contended that the respondents had resorted to unscheduled power cuts without applying guided norms even though the distribution was guided by Central Electricity Act 2003 and the Electricity Rules 2005.
He further contended that the power theft by industries had gone unchecked, and students especially had been put to a lot of hardship.

The High Court, on a PIL filed about unscheduled power cuts had given an interim direction on March 23, 2010 to provide regular power supply in both rural and urban areas and also two more hours of power for farmers. The petitioner also contended that power was provided during the BBMP elections without any interruption, but in the aftermath, people were subjected to daily power cut for 6 hours, hence disobeying the orders.
