HC notice on deed writers' licence

 After the Telgi scam, stamp vendors were given training in deed writing and a licence was issued to them under the Karnataka Registration (Deeds Writers licence) (Amendment) 2004. There were about 5,000 such licence holders.

In May 2009, Thimmaraya Gowda had challenged the amendment and a single judge quashed the amendment.

Now K V Narayanamurthy and others filed a petition saying that the Inspector General of Stamps and Commissionerof Registration could frame those rules as he was empowered under Section 69 of the Registration Act 1908.

The petitioners, sought relief from the single judge’s order, as the judge, while observing that the petitioner (Thimmaraya Gowda) has no locus standi, but still quashed the amendment. The appellants claimed that the single judge has no right to give such a ruling.
