<p> After the Telgi scam, stamp vendors were given training in deed writing and a licence was issued to them under the Karnataka Registration (Deeds Writers licence) (Amendment) 2004. There were about 5,000 such licence holders. <br /><br />In May 2009, Thimmaraya Gowda had challenged the amendment and a single judge quashed the amendment.<br /><br />Now K V Narayanamurthy and others filed a petition saying that the Inspector General of Stamps and Commissionerof Registration could frame those rules as he was empowered under Section 69 of the Registration Act 1908. <br /><br />The petitioners, sought relief from the single judge’s order, as the judge, while observing that the petitioner (Thimmaraya Gowda) has no locus standi, but still quashed the amendment.
