A lawyers’ forum working for nursery admissions under the Right to Education (RTE) Act, on Wednesday criticised City schools insisting on Aadhar card for address verification during admission of economically weaker section (EWS) category children.

.
“There has been no written notification in this regard. It has, however, been verbally told to the sub divisional magistrates (SDM) who verify EWS related documents to stick to aadhaar card as address verification document.

I even spoke to an official in the ministry concerned regarding any notification who informed that there is nothing in writing,” said Khagesh Jha, advocate and member of Social Jurist adding that the new process started from Tuesday.

Jha said the new clause rejects all 10-12 alternative documents required for address proof and income proof related documents for EWS category admissions.

The nursery admission forms are available between January 1-15. Parents without aadhaar cards are worried about admission of their wards.

“I could not get my daughter admitted last year because of different versions from the school authorities. One said that their school is not CBSE-affiliated and I should try in a government school.

Despite getting a Below Poverty Line (BPL) card and related documents, another school’s officials found some or the other problem in verification and my daughter missed a year,” said a parent, adding that documents like voter identity card and income certificate were presented to the SDM for address verification on Wednesday.

No admission

“He told me that document verification will only be on the basis of the aadhaar card which I did not have and the process of registration will take time now. I am worried whether my daughter will be able to take admission this year too,” the parent added.

Jha further said that because the clause is not optional, it is going against the very mandate of RTE act which states that the government has no authority to deny fundamental right to education guaranteed under Articles 21 and 21 A of Constitution of India through follow up legislation of RTE Act, 2009.

Members from the forum said that hundreds of EWS category seats remained vacant in several schools last year. “Now the officials are telling me that they will give admissions by taking the registration number of the aadhaar card, if the card is not issued yet. But in Delhi if you check aadhaar website, there are just 40-50 people who have registered for it,” added Jha.
