BBMP exempts self-managing bulk waste generators from garbage tax

Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) has finally exempted bulk waste generators — especially large apartment complexes that manage their daily waste independently — from paying the newly introduced garbage tax.

The exemption can be availed by bulk waste generators who do not utilise the BBMP’s Solid Waste Management (SWM) services and can be claimed while paying property tax on the official portal.

Although the civic body rolled out the exemption option last week, it became functional only on Monday, some apartment residents said. A few residents have already availed themselves of the exemption and paid their property tax.

There are broadly three categories of bulk waste generators: commercial establishments and institutions that produce more than 100 kg of waste per day; properties spread across 53,820 square feet or more; and residential complexes comprising over 100 dwelling units. 

However, not all bulk waste generators are eligible for exemption.

The benefit applies only if the property either composts its daily waste on-site or has tied up with authorised vendors to process dry, wet, and sanitary waste separately.

Once the exemption is applied for, the civic body will inspect apartment complexes and office premises to verify whether they rely on BBMP services. If found non-compliant, the exemption request will be rejected.

Senior BBMP officials are also considering penalties for those found to have made false claims to avail of the exemption.

Independent houses that compost waste within their premises had also sought exemption. However, officials clarified that verifying each household would be impractical and could lead to misuse of the provision.

Overall, the new SWM user fee is applicable to nearly 42 lakh households and commercial establishments that use the BBMP’s services, which include waste collection via auto-tippers and disposal.

Even residents of smaller apartment buildings — those without in-house composting systems — will have to pay the fee. Some residents noted that they already bear higher monthly maintenance costs, which include informal payments to the BBMP waste collectors. The introduction of the garbage tax may prompt these residents to demand a reduction in maintenance charges.
