BBMP sets January 15 deadline for residents to comply with animal welfare guidelines

Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) has directed all public and private institutions, including Residents' Welfare Associations (RWAs) and Apartment Owners' Associations (AOAs), to comply with the Animal Welfare Board of India (AWBI) guidelines on community animals by January 15, 2025.

In a press release, the BBMP stated that the guidelines align with the Prevention of Cruelty to Animals Act, 1960, Animal Birth Control Rules, 2023, and directives from the high courts and Supreme Court. The aim is to regulate the management of community animals while ensuring compliance with animal welfare laws.

Key provisions of the guidelines include management of pet animals, designation of feeding spots for community dogs, educating residents about animal rights and laws, and addressing and managing dog bite incidents.

The BBMP expressed concerns over widespread non-compliance despite some institutions taking proactive steps. Recent High Court rulings on stricter pet management and dog bite policies underscore the urgency of adhering to these directives, the release noted.

The BBMP also highlighted some ongoing issues such as relocation of community dogs and cats, harassment of animal feeders, denial of food and water to animals, false dog bite complaints, and acts of animal cruelty.

To ensure adherence, the BBMP has announced surprise audits by the Animal Husbandry Department post January 15. Legal action will be initiated against violators, and zonal assistant directors have been instructed to strictly handle cases of animal relocation and harassment of caretakers.
