<p>Bengaluru: The Forum of Former Vice-Chancellors of Karnataka, offering its opinion on the draft guidelines published by the University Grants Commission (UGC), called for the new rules to be consistent with the UCG Act, 1956.</p>.<p>In its statement released to the press, the forum pointed out that the 1956 legislation had been enacted by the Parliament to make provisions to ensure that standards of teaching, examination and research were maintained. The act also addressed issues such as the quantum of fees. “The (new) regulations should be consistent with the act,” the forum stated.</p>.UGC regulations: A degree of overreach?.<p class="bodytext">Addressing the contentious issue of the omission of the state government’s role in the Vice-Chancellor selection committee, the forum said, “The exclusion of the state government’s nominee in the search committee is an infringement on the federal system of the country. It leads to too much centralisation of the governance by usurping the power and functions of the state government.”</p>.<p class="bodytext">The forum called on the UGC to work towards ensuring excellence and equity in the higher education sector of India.</p>
