<p>The Centre has recast the National Literacy Mission as National Female Literacy Mission to convert all illiterates in to literates in the remaining part of the XI Five Year plan. The modified scheme has been rechristened as Saakshar Bharat and it will be in force till March 2012 end.<br /><br />While the earlier literacy programmes concentrated on adult illiterates, the new scheme will strive to impart functional literacy to illiterate of over 15 years of age. <br /><br />Though rural women are the focussed target, others will also be taken care of. They include SC, ST and minorities, other disadvantaged groups and adolescents, low literacy states and tribal areas. <br /><br />In all, 82 districts spread over five states of Andhra Pradesh, Arunachal Pradesh, Assam, Karnataka, and Madhya Pradesh having low literacy rate among women will be covered under the scheme.<br /><br />In Karnataka, the 17 beneficiary districts having less than 50 per cent female literacy are: Raichur (27.75 per cent), Gulbarga/Yadgir (28.95), Koppal (30.17), Chamrajnagar (33.21), Bijapur (33.62), Bagalkot (33.73), Bellary (37.09), Bidar (37.67), Mandya (42.45), Kolar/Chikkaballapur (43.01), Gadag (43.39), Belgaum (43.72), Chitradurga (45.08), Bangalore Rural/Ramnagar (46.04), Mysore (48.16), Tumkur (48.85), and Haveri (48.96 per cent). <br /><br />The actual number of the districts to be benefited are 20 if the three new districts namely Yadgir, Ramnagar, and Chikkaballapur are taken in to consideration. However, these three districts are included in their parent districts.<br /><br />The district, block and gram panchayats have been given key role in planning, implementing and monitoring the programme. <br /><br />At the grassroots it will be implemented through gram panchayats and at the subsequent higher levels through the respective panchayat raj institutions.<br /><br />The actual implementation of the scheme involves activities such as creating a conducive atmosphere by taking up massive awareness through cultural performances, conducting survey, training personnel to impart literacy and opening of learning centres. The Centre will bear 75 per cent of the cost while State will have to shell out the rest.<br /><br />At the State-level Chief Minister is scheduled to launch the programme on August 7 at Doddaballapur and at the district-level it will be followed on August 8 and 9. <br /></p>
