<p>Bengaluru: <a href="https://www.deccanherald.com/tags/karnataka">Karnataka</a> is preparing a point-by-point reply to the draft guidelines issued by University Grants Commission (UGC). According to Higher Education Minister Dr M C Sudhakar, the said guidelines give “super power” to Governors and “weaken” state governments.</p>.<p>Speaking to reporters in Bengaluru on Friday the minister said that the recent - Draft UGC (Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education) Regulations, 2025 cannot be accepted.</p>.<p>“Chief Minister has already issued a statement raising objections. I am preparing point-by-point reply to the draft and the same we will sent to the UGC and also to the Union Education Minister,” Sudhakar said.</p>.New UGC rules an attempt to usurp state universities: Tamil Nadu CM.<p>The minister said there were several flaws in the draft. “Just to give an example, they have removed the state government representative from the search panel to select the vice-chancellor. How can we accept that?” he sought to know.</p>.<p>According to the minister the Union government is trying to confer “super powers” to the governors. “It is for the first time an attempt is made to give even financial powers to the constitutional post. This is a direct attack on the state governments and attempt to snatch the rights of the state governments in universities and give them to the chancellor-cum- governor.” he said.</p>.<p>Sudhakar said that he will be writing to the Union government and UGC to take care of the finances of the state-run universities if they are willing to impose such a regulations. “Let the Union government look after the finances of the universities, including salaries and other expenses,” he said.</p>.<p>It can be recalled the Chief Minister Siddaramaiah had recently issued a statement raising objections for the draft regulations by the UGC.</p>
