CWG probe panel gets terms of reference

The high-level committee headed by V K Shunglu, former Comptroller and Auditor General of India, will look into the planning and execution of the development projects related to the Games and contracts for service delivery with reference to time, cost and quality.
The Centre, which asked the panel to submit its report in three months, has appointed Karnataka-cadre officer Shantanu Consul, secretary, Union personnel ministry, as second member of the committee, upon his retirement on October 31.

All ministries and departments of the Central and state governments, as well as agencies and organisations under their administrative control, have been directed to extend their full cooperation and assistance to the committee in completing its assignment. “The Comptroller and Auditor General, Central Vigilance Commission and other agencies will independently carry out their audit and investigations, in accordance with their respective mandates. All complaints referred to various agencies will be looked into and action will be taken immediately by the agency concerned.

The high-level committee will recommend action on any matter that comes to its notice involving alleged misappropriation, irregularities, wasteful expenditure or wrongdoing, and, action will be taken as warranted under the law,” an official release said on Monday night.

The panel will also consider any complaint from the public, duly supported by documents.
The other charges to be probed include the role and responsibilities of the signatories to the Host City Contract and the overall implications of the obligations entered into through the contract; and the issues relating to the effectiveness of the organisational structure and governance for organisation, preparation and conduct of the Games at all levels.
