DoT to look into process followed in 1999 to frame NTP 2011

According to sources, Telecom Secretary R Chandrashekhar held an internal meeting with members and directed to find out the process followed while formulation of NTP-2009 and decided that internal view of DoT would be firmed up by January 31.

Earlier this month, Sibal had announced the process to initiate the NTP 2011 while announcing his 100 days agenda.

During the meeting, the members were entrusted to ensure constitution of committee and finalising Terms of Reference (TOR) by the end of January 2011 on the basis of the inputs from all the officers.

It was also deliberated that the discussion and inputs from consultation with key stakeholders during the round table conferences with Sibal will serve as an input for formulation of telecom policy.

Chandrashekhar is udnerstood to have also desired to check if any institutional support was required in the process of formulation of the NTP-2011 so that it can accordingly be provided.

The committee will also finalise the issue and the background paper for these to be discussed in the round table with key stake holders who are to be invited by the end of January.

Sources said that Sibal would chair four round table conferences with the service providers, infrastructure providers, manufacturers and those engaged in R&D in the field of telcom as well as stakeholders for rolling out the National Broad Band plan.

The round table conference with the service providers group should be held first considering the fact that the issued mentioned are under discussion for long time.

Telecom Commission Member (Technical) has been asked to expedite the finalisation of DoT's views on New Telecom Policy 2011 at the earliest so that the process of holding round tables could be initiated at the earliest.
