The CBI had sought Governor AR Kidwai’s sanction to prosecute Lalu. But as the Gujral Government at the Centre depended on Lalu’s MPs, the Governor put the CBI
request on the backburner. But after CBI Joint Director UN Biswas met Kidwai personally, and convinced him about the proof against Lalu, the sanction to prosecute the Chief Minister came in.
Fearing imminent arrest, Lalu anointed Rabri as Chief Minister of Bihar on July 25, 1997.
Though the agitated RJD leaders claimed that there would be bloodbath on the streets of Patna if their leader was arrested, no such thing happened when Lalu was eventually put behind bars.
