The CEC had implemented the system in Bihar that witnessed polls a few months back.
In view of code of conduct in place for the by-election, candidates will be required to provide records for their financial transactions, Deputy Commissioner Manoj Kumar Meena has said in a press release here. Candidates have to identify the source of their funding,
he added.
Flying squads have been formed for each station who will ensure effective implementation of code of conduct.
Under the new system, teams formed under Election Expenditure Monitoring Mechanism will monitor and document the everyday expenditure by candidates. Later, the team will tally with its estimated expenditure. Differences in accounts will attract punishment.
Deputy Commissioner Manoj Kumar Meena told Deccan Herald that the vigilance team will videograph every campaign and document materials utilised in the campaign, even chairs used for meetings. It will estimate the amount of every material and will be recorded in a register.
“We will tally the account expenditure provided by the candidate with the estimated amount by our team. If there is a difference, notice will be issued to candidate and the same will be brought to the notice of Election Commission. If the difference is more, the winning candidate may be disqualified. This is being done to prevent candidate from providing false accounts,” he added.
