Speaking to Deccan Herald, Chenoy said NSDC’s approval committee will take up the matter in next few weeks prior to formally placing the proposal before the NSDC Board to give its go-ahead.  The Nasscom’s SSC initiative, he said, is part of public private partnership programme NSDC undertakes to bring together all stakeholders — industry, labour and academia, for workforce development of particular industry sectors. These sector skill councils, which operate as autonomous bodies, he said, will be headed by team of experts who will develop appropriate competencies to meet the job skill sets required. In this case, for IT, ITeS and BPO sectors.

As per National Skill Development Policy mandate, he said, the purpose of SSCs is to set up labour market information systems to assist planning and delivery of training; identify skill development needs and preparing catalogue of skill types, skill inventory, competency standards and qualifications besides promotion of academies of excellence.

The Nasscom proposal envisages developing global employer brand and talent model to attract workforces. Besides identifying and addressing specific leadership capability gaps, it will enage in evolving business model required for different skills, develop soft skills, create ownership for individual careers, tap alternate talent pools (retirees, flexi-time working mothers) et al.

Nasscom SSC initiative is to address government pressures to create local jobs and need for local knowledge which will alter employee mix. According to Nasscom, next big leap of growth in Indian IT-BPO sector will be achievable only by addressing the employability factor of fresh graduates, bridging supply-demand skills gap.
