State govt recommends release of 160 prisoners

The Cabinet has already taken a decision in this regard and it has been communicated to the governor, Prisons and Social Welfare Minister A Narayanaswamy told mediapersons here on Tuesday.

“The government does not have the powers to release a prisoner. It can only recommend and the final power rests with the Governor and the President of India,’’ the minister said.

He said the Government would persuade the governor to honour the government’s recommendation.

Narayanaswamy said the government had also decided to open primary health centre in prisons with more than 1,000 under trials/convicts, for ensuring better health care facilities for prisoners.

A report from the health department was awaited on the matter, he said.

A designated doctor will visit the jail every day while a psychiatrist is mandated to visit the prison every week to monitor the physical and mental health of the prisoners, respectively. Narayanaswamy visited the high-security central prison in Gulbarga to take stock of the conditions prevailing there.
